The NSOI team, accompanied by representatives from an array of U.S. programs and agencies, began its engagement with Azerbaijan in March 2009 when it met in Baku with a broad delegation from the Government of Azerbaijan.  In February 2010, the NSOI delegation returned to Baku to develop with the Azerbaijani delegation a draft joint action plan and project list.  The Government of Azerbaijan is currently reviewing these documents, and the NSOI team hopes to finalize these soon.
